Commission blocks 45 percent rent hike, sets stepped increases for long-term tenant

CT GREENWICH — Commission blocks 45 percent rent hike, sets staged increase instead. The Fair Rent Commission unanimously rejected landlord Mr. Dedvukaj's proposed increase on the 164 East Elm Street unit from $3,400 to $4,950 monthly, citing the unrenovated condition of the apartment and the tenant's 23-year tenancy and senior status.

Commissioners instead approved a staged schedule: $3,400 for January and February, $3,650 for March, and $3,900 from April through December 2026. The landlord had justified the increase by citing refinancing costs rising from 3.5 percent to 6.5 percent interest and planned capital improvements to the property.
