CT GREENWICH — Greenwich Fair Rent Commission bars landlord electricity reimbursement claims. During a hearing on Complaint No. 2026-19, the Commission heard testimony from a tenant at 31 Davenport Avenue, Unit 2, who alleged construction work reduced her usable space and resulted in improperly charged utilities. The Commission rejected the tenant's request for a rent reduction based on reduced apartment conditions but voted 6-0 (one abstaining) to prohibit the landlord from seeking reimbursement for electricity bills from April, May, and June 2026.
Staff Attorney Rosemarie Baretta advised the Commission it had concurrent jurisdiction despite a parallel housing court matter. The Commission will hear a related complaint against the same landlord on July 15, 2026, involving different tenants and similar construction space-reduction issues.
