Greenwich Debt Committee Establishes Mission and Work Plan

CT GREENWICH — Greenwich establishes debt and fund balance committee with transparency as mission. The Board of Estimate and Taxation's new Debt and Fund Balance Policy Committee, chaired by Elliot Alchek and comprising Sally Bednar, Joe Pellegrino, and Stephen Selbst, adopted a mission emphasizing transparency and clarity in capital projects and debt policy. Supporting the committee are Comptroller Joan Lynch, Budget Director Agnes Cawai, and Town Administrator Kate Buch.

The committee approved a work plan that includes refining capital project sheets, meeting with departments on new requirements, closing out old appropriations, and distributing a public list of town-wide capital projects, with updated financial modeling due February 18, 2026.
