Greenwich establishes permanent debt policy committee as standing body

Board of Estimate & Taxation Debt & Fund Balance Policy Committee · Meeting of June 17, 2026

CT GREENWICH — Greenwich debt policy committee officially gains permanent standing in town governance. The 4-0 vote formalizes the committee's continuing role in the town's capital strategy and debt management. Chair Elliot Alchek leads the committee, whose members are Stephen Selbst, Joe Pellegrino, and Sally Bednar.

Comptroller Joan Lynch and Budget Director Agnes Cawai presented financial modeling showing the town faces potential non-compliance with BET debt guidelines within five to ten years, prompting the committee to analyze trade-offs between capital tax levy increases and extended debt issuance terms.
