Greenwich closes 105 capital projects, reviews long-term fiscal strategy
Board of Estimate & Taxation Debt & Fund Balance Policy Committee · Meeting of May 13, 2026
CT GREENWICH — Greenwich debt committee closes 105 capital projects, improving the town's long-term capital position. Comptroller Joan Lynch and Budget Director Agnes Cawai reported that the closeouts, representing approximately $6.99 million in combined B Fund and Z Fund balances, reduce authorized debt and enable reallocation to other projects. The Committee reviewed open capital items, identifying the Round Hill Fire Station with approximately $4.65 million appropriated across multiple fiscal years and ongoing procedural delays.
The updated flexible capital model extends the town's projected fiscal pressure point by one to two years, with bond year 2019 scheduled for closeout later this fiscal year.
