Greenwich debt committee explores extending amortization schedule

CT GREENWICH — Greenwich debt committee hears reassurance on amortization flexibility. The BET Debt and Fund Balance Policy Committee consulted financial advisor Bill Lindsay of Munistat Services, Inc., about extending the Town's debt amortization from 5 to 10 years, with Lindsay advising that such a change would not jeopardize Greenwich's AAA credit rating since debt represents only 10 percent of the weighting in rating agency methodologies. Committee members and Board of Estimate & Taxation representatives discussed capital needs, intergenerational equity, and bond structuring with Lindsay, reaching consensus that Greenwich has flexibility to adjust its debt policy responsibly.
The committee will conduct follow-up work before its May 13, 2026 meeting.
