CT GREENWICH — Greenwich debt panel reviews $92 million capital plan amid emerging fiscal concerns. The Board of Estimate and Taxation Debt and Fund Balance Policy Committee received a presentation on the BET Budget Committee-recommended Capital Plan, with total capital requests of $92,246,000 and projected borrowings of $71,859,000, reflecting Decision Day votes from March 3. Comptroller Joan Lynch identified three levers to address projected pressure on the town's debt-policy guidelines: increasing the capital tax levy, re-evaluating capital project scope, and extending debt maturities.
Committee members noted the capital tax levy had not increased during COVID years and supported a more aggressive increase in FY2027.
