Agency deadlocks on church subdivision plan
Inland Wetlands & Watercourses Agency · Meeting of January 26, 2026
CT GREENWICH — Inland Wetlands Agency deadlocks on church subdivision plan. The Greenwich Inland Wetlands and Watercourses Agency deadlocked 3-3 on a proposed four-lot subdivision at Saint Paul's Episcopal Society, with members split over drainage protections and wetland impacts to one residential lot. Agency Chair Elliot Benton opposed the plan, citing concerns that drainage for one lot would rely on off-site maintenance by the church.
Bill Baker supported approval, arguing the subdivision would enable land trust fundraising and that the Agency retained authority to review future development. The applicant may resubmit a modified plan. The Agency approved nine other applications for residential and pool projects.
